Update {LinkEndpoint,NetworkEndpoint}#WritePacket to take a VectorisedView
Makes it possible to avoid copying or allocating in cases where DeliverNetworkPacket (rx) needs to turn around and call WritePacket (tx) with its VectorisedView.
