Convert memfs into proto-tmpfs.
- Renamed memfs to tmpfs.
- Copied fileRangeSet bits from fs/fsutil/ to fsimpl/tmpfs/
- Changed tmpfs to be backed by filemem instead of byte slice.
- regularFileReadWriter uses a sync.Pool, similar to gofer client.
