cli/api: support getting table summary information
$ gobgp global rib summary -a ipv4
$ gobgp neighbor 10.0.0.1 local summary
$ gobgp neighbor 10.0.0.1 adj-in summary
$ gobgp neighbor 10.0.0.1 adj-out summary
