ofctl_v1_3: support meter

Support meter in FlowMod instructions and support MeterMod, MeterStats, MeterFeatures.

see following examples.

FlowMod with the meter instruction:

MeterMod:

    NOTE: flags: 'KBPS', 'PKTPS', 'BURST', 'STATS'

MeterStats:
