These are primarily simplification and lint mistakes. However, minor

This requires several changes:
* Templates must preserve relevant tags.
* Pagetables templates are split into two targets, each preserving tags.
* The binary VDSO is similarly split into two targets, with some juggling.
* The top level tools/go_branch.sh now does a crossbuild of ARM64 as well,
and checks and merges the results of the two branches together.

Using the newer bazel rules necessitates a transition from proto1 to
proto2. In order to resolve the incompatibility between proto2 and
gogoproto, the cri runtimeoptions proto must be vendored.
Further, some of the semantics of bazel caching changed during the
transition. It is now necessary to:
- Ensure that :gopath depends only on pure library targets, as the
propagation of go_binary build attributes (pure, static) will
affected the generated files (though content remains the same,
there are conflicts with respect to the gopath).
- Update bazel.mk to include the possibility of binaries in the
bazel-out directory, as it will now put runsc and others there.
This required some refinements to the mechanism of extracting
paths, since some the existing regex resulted in false positives.
- Change nogo rules to prevent escape generation on binary targets.
For some reason, the newer version of bazel attempted to run the
nogo analysis on the binary targets, which fails due to the fact
that objdump does not work on the final binary. This must be due
to a change in the semantics of aspects in bazel3.

For some reason these tests were broken when run via the bazel docker
container. The mechanism used was a bit crazy (self-extracting bundle),
so convert them to use straight-forward starlark rules. This has the
added advantaged that they are now independent tests.

This change implements gap tracking in the segment set by adding additional
information in each node, and using that information to speed up gap finding
from a linear scan to a O(log(n)) walk of the tree.
This gap tracking is optional, and will default to off except for segment
instances that set gapTracking equal to 1 in their const lists.

Credentials are immutable and even before these changes we could read them
without locks, but we needed to take a task lock to get a credential object
from a task object.
It is possible to avoid this lock, if we will guarantee that a credential
object will not be changed after setting it on a task.

This change is needed to support building gvisor for Fuchsia, which uses
Chromium's GN build system; at the time of writing, Fuchsia's Go support
does not include explicit enumeration of files, assuming instead that Go
binaries are always built from all Go source files in a given package.
Rather than extending Fuchsia's Go support, it is easier simply to
extract a separate package here.

This change also adds extensive testing to the p9 package via mocks. The sanity
checks and type checks are moved from the gofer into the core package, where
they can be more easily validated.
