VFS1 skips over mounts that overrides files in /dev because the list of
files is hardcoded. This is not needed for VFS2 and a recent change
lifted this restriction. However, parts of the code were still skipping
/dev mounts even in VFS2, causing the loader to panic when it ran short
of FDs to connect to the gofer.

The syscall package has been deprecated in favor of golang.org/x/sys.
Note that syscall is still used in some places because the following don't seem
to have an equivalent in unix package:

Because we lack gVisor-internal cgroups, we take the CPU usage of the entire pod
and divide it proportionally according to sentry-internal usage stats.
This fixes `kubectl top pods`, which gets a pod's CPU usage by summing the usage
of its containers.
Addresses #172.

This allows to find all containers inside a sandbox more efficiently.
This operation is required every time a container starts and stops,
and previously required loading *all* container state files to check
whether the container belonged to the sandbox.
Apert from being inneficient, it has caused problems when state files
are stale or corrupt, causing inavalability to create any container.
Also adjust commands `list` and `debug` to skip over files that fail
to load.

When OOM score adjustment needs to be set, all the containers need to be
loaded to find all containers that belong to the sandbox. However, each
load signals the container to ensure it is still alive. OOM score
adjustment is set during creation and deletion of every container, generating
a flood of signals to all containers. The fix removes the signal check
when it's not needed.
There is also a race fetching OOM score adjustment value from the parent when
the sandbox exits at the same time (the time it took to signal containers above
made this window quite large). The fix is to store the original value
in the sandbox state file and use it when the value needs to be restored.
Also add more logging and made the existing ones more consistent to help with
debugging.

There were a few problems with cgroups:
- cleanup loop what breaking too early
- parse of /proc/[pid]/cgroups was skipping "name=systemd"
because "name=" was not being removed from name.
- When no limits are specified, fillFromAncestor was not being
called, causing a failure to set cpuset.mems

This change adds a layer of abstraction around the internal Docker APIs,
and eliminates all direct dependencies on Dockerfiles in the infrastructure.
A subsequent change will automated the generation of local images (with
efficient caching). Note that this change drops the use of bazel container

Sandbox root dir was not being saved with the Container state,
so it would point to the wrong directory location when attempting
to lock the sandbox. This led to race conditions saving and
loading container state. Fixing it, led to multiple deadlocks.
I've moved the saving and locking logic to a separate struct and
moved the lock file inside the RootDir (instead of container
root dir), which allows the lock to be taken inside Destroy,
and removes the need to lock the sandbox.

This is done because the root container for CRI is the infrastructure (pause)
container and always gets a low oom_score_adj. We do this to ensure that only
the oom_score_adj of user containers is used to calculated the sandbox
oom_score_adj.
Implemented in runsc rather than the containerd shim as it's a bit cleaner to
implement here (in the shim it would require overwriting the oomScoreAdj and
re-writing out the config.json again). This processing is Kubernetes(CRI)
specific but we are currently only supporting CRI for multi-container support
anyway.

Set /proc/self/oom_score_adj based on oomScoreAdj specified in the OCI bundle.
When new containers are added to the sandbox oom_score_adj for the sandbox and
all other gofers are adjusted so that oom_score_adj is equal to the lowest
oom_score_adj of all containers in the sandbox.

clearStatus was added to allow detached execution to wait
on the exec'd process and retrieve its exit status. However,
it's not currently used. Both docker and gvisor-containerd-shim
wait on the "shim" process and retrieve the exit status from
there. We could change gvisor-containerd-shim to use waits, but
it will end up also consuming a process for the wait, which is
similar to having the shim process.

Sandbox always runsc with IP 192.168.10.2 and the peer
network adds 1 to the address (192.168.10.3). Sandbox
IP can be changed using --ip flag.
Here a few examples:

Properly handle propagation options for root and mounts. Now usage of
mount options shared, rshared, and noexec cause error to start. shared/
rshared breaks sandbox=>host isolation. slave however can be supported
because changes propagate from host to sandbox.
Root FS setup moved inside the gofer. Apart from simplifying the code,
it keeps all mounts inside the namespace. And they are torn down when
the namespace is destroyed (DestroyFS is no longer needed).

In Container.Destroy(), we call c.stop() before calling
executeHooksBestEffort(), therefore, when we call
executeHooksBestEffort(c.Spec.Hooks.Poststop, c.State()) to execute
the poststop hook, it results in a nil pointer dereference since it
reads c.Sandbox.Pid in c.State() after the sandbox has been destroyed.
To fix this bug, we can change container's status to "stopped" before
executing the poststop hook.
