cl/340002915 modified the code to return EADDRNOTAVAIL if connect
is called for a localhost address which isn't set.
But actually, Linux returns EADDRNOTAVAIL for ipv6 addresses and ENETUNREACH
for ipv4 addresses.

* Remove stack.Route from incoming packet path.
There is no need to pass around a stack.Route during the incoming path
of a packet. Instead, pass around the packet's link/network layer
information in the packet buffer since all layers may need this
information.
* Support address bound and outgoing packet NIC in routes.
When forwarding is enabled, the source address of a packet may be bound
to a different interface than the outgoing interface. This change
updates stack.Route to hold both NICs so that one can be used to write
packets while the other is used to check if the route's bound address
is valid. Note, we need to hold the address's interface so we can check
if the address is a spoofed address.
* Introduce the concept of a local route.
Local routes are routes where the packet never needs to leave the stack;
the destination is stack-local. We can now route between interfaces
within a stack if the packet never needs to leave the stack, even when
forwarding is disabled.
* Always obtain a route from the stack before sending a packet.
If a packet needs to be sent in response to an incoming packet, a route
must be obtained from the stack to ensure the stack is configured to
send packets to the packet's source from the packet's destination.
* Enable spoofing if a stack may send packets from unowned addresses.
This change required changes to some netgophers since previously,
promiscuous mode was enough to let the netstack respond to all
incoming packets regardless of the packet's destination address. Now
that a stack.Route is not held for each incoming packet, finding a route
may fail with local addresses we don't own but accepted packets for
while in promiscuous mode. Since we also want to be able to send from
any address (in response the received promiscuous mode packets), we need
to enable spoofing.
* Skip transport layer checksum checks for locally generated packets.
If a packet is locally generated, the stack can safely assume that no
errors were introduced while being locally routed since the packet is
never sent out the wire.
Some bugs fixed:
- transport layer checksum was never calculated after NAT.
- handleLocal didn't handle routing across interfaces.
- stack didn't support forwarding across interfaces.
- always consult the routing table before creating an endpoint.

In the docker container, the ipv6 loopback address is not set,
and connect("::1") has to return ENEADDRNOTAVAIL in this case.
Without this fix, it returns EHOSTUNREACH.

Previously a link endpoint was passed to
stack.LinkAddressResolver.LinkAddressRequest. With this change,
implementations that want a route for the link address request may
find one through the stack. Other implementations that want to send
a packet without a route may continue to do so using the network
interface directly.

When a response needs to be sent to an incoming packet, the stack should
consult its neighbour table to determine the remote address's link
address.
When an entry does not exist in the stack's neighbor table, the stack
should queue the packet while link resolution completes. See comments.

We can get the network endpoint directly from the NIC.
This is a preparatory CL for when a Route needs to hold a dedicated NIC
as its output interface. This is because when forwarding is enabled,
packets may be sent from a NIC different from the NIC a route's local
address is associated with.

* Remove Capabilities and NICID methods from NetworkEndpoint.
* Remove linkEP and stack parameters from NetworkProtocol.NewEndpoint.
The LinkEndpoint can be fetched from the NetworkInterface. The stack
is passed to the NetworkProtocol when it is created so the
NetworkEndpoint can get it from its protocol.
* Remove stack parameter from TransportProtocol.NewEndpoint.
Like the NetworkProtocol/Endpoint, the stack is passed to the
TransportProtocol when it is created.

* Add network address to network endpoints.
Hold network-specific state in the NetworkEndpoint instead of the stack.
This results in the stack no longer needing to "know" about the network
endpoints and special case certain work for various endpoints
(e.g. IPv6 DAD).
* Provide NetworkEndpoints with an NetworkInterface interface.
Instead of just passing the NIC ID of a NIC, pass an interface so the
network endpoint may query other information about the NIC such as
whether or not it is a loopback device.
* Move NDP code and state to the IPv6 package.
NDP is IPv6 specific so there is no need for it to live in the stack.
* Control forwarding through NetworkProtocols instead of Stack
Forwarding should be controlled on a per-network protocol basis so
forwarding configurations are now controlled through network protocols.
* Remove stack.referencedNetworkEndpoint.
Now that addresses are exposed via AddressEndpoint and only one
NetworkEndpoint is created per interface, there is no need for a
referenced NetworkEndpoint.
* Assume network teardown methods are infallible.

Network or transport protocols may want to reach the stack. Support this
by letting the stack create the protocol instances so it can pass a
reference to itself at protocol creation time.
Note, protocols do not yet use the stack in this CL but later CLs will
make use of the stack from protocols.

segment_queue today has its own standalone limit of MaxUnprocessedSegments but
this can be a problem in UnlockUser() we do not release the lock till there are
segments to be processed. What can happen is as handleSegments dequeues packets
more keep getting queued and we will never release the lock. This can keep
happening even if the receive buffer is full because nothing can read() till we
release the lock.
Further having a separate limit for pending segments makes it harder to track
memory usage etc. Unifying the limits makes it easier to reason about memory in
use and makes the overall buffer behaviour more consistent.

The routing table (in its current) form should not be used to make
decisions about whether a remote address is a broadcast address or
not (for IPv4).
Note, a destination subnet does not always map to a network.
E.g. RouterA may have a route to 192.168.0.0/22 through RouterB,
but RouterB may be configured with 4x /24 subnets on 4 different
interfaces.

stack.cleanupEndpoints is protected by the stack.mu but that can cause
contention as the stack mutex is already acquired in a lot of hot paths during
new endpoint creation /cleanup etc. Moving this to a fine grained mutex should
reduce contention on the stack.mu.

gvisor/pkg/tcpip/transport/tcp/tcp.(*protocol).NewEndpoint
gvisor/pkg/tcpip/stack/stack.(*Stack).NewEndpoint
All of these are contending on Stack.mu. Stack.StartTransportEndpointCleanup()
and Stack.CompleteTransportEndpointCleanup() insert/delete TransportEndpoints
in a map (Stack.cleanupEndpoints), and the former also does endpoint
unregistration while holding Stack.mu, so it's not immediately clear how
feasible it is to replace the map with a mutex-less implementation or how much
doing so would help. However, Stack.GetTCPProbe() just reads a function object
(Stack.tcpProbeFunc) that is almost always nil (as far as I can tell,
Stack.AddTCPProbe() is only called in tests), and it's called for every new TCP
endpoint. So converting it to an atomic.Value should significantly reduce
contention on Stack.mu, improving TCP endpoint creation latency and allowing
TCP endpoint cleanup to proceed.

This change adds an option to replace the current implementation of ARP through
linkAddrCache, with an implementation of NUD through neighborCache. Switching
to using NUD for both ARP and NDP is beneficial for the reasons described by
RFC 4861 Section 3.1:
"[Using NUD] significantly improves the robustness of packet delivery in the
presence of failing routers, partially failing or partitioned links, or nodes
that change their link-layer addresses. For instance, mobile nodes can move
off-link without losing any connectivity due to stale ARP caches."
"Unlike ARP, Neighbor Unreachability Detection detects half-link failures and
avoids sending traffic to neighbors with which two-way connectivity is
absent."
Along with these changes exposes the API for querying and operating the
neighbor cache. Operations include:
- Create a static entry
- List all entries
- Delete all entries
- Remove an entry by address
This also exposes the API to change the NUD protocol constants on a per-NIC
basis to allow Neighbor Discovery to operate over links with widely varying
performance characteristics. See [RFC 4861 Section 10][1] for the list of
constants.
Finally, an API for subscribing to NUD state changes is exposed through
NUDDispatcher. See [RFC 4861 Appendix C][3] for the list of edges.

This change implements the Neighbor Unreachability Detection (NUD) state
machine, as per RFC 4861 [1]. The state machine operates on a single neighbor
in the local network. This requires the state machine to be implemented on each
entry of the neighbor table.
This change also adds, but does not expose, several APIs. The first API is for
performing basic operations on the neighbor table:
- Create a static entry
- List all entries
- Delete all entries
- Remove an entry by address
The second API is used for changing the NUD protocol constants on a per-NIC
basis to allow Neighbor Discovery to operate over links with widely varying
performance characteristics. See [RFC 4861 Section 10][2] for the list of
constants.
Finally, the last API is for allowing users to subscribe to NUD state changes.
See [RFC 4861 Appendix C][3] for the list of edges.

Changes the API of tcpip.Clock to also provide a method for scheduling and
rescheduling work after a specified duration. This change also implements the
AfterFunc method for existing implementations of tcpip.Clock.
This is the groundwork required to mock time within tests. All references to
CancellableTimer has been replaced with the tcpip.Job interface, allowing for
custom implementations of scheduling work.
This is a BREAKING CHANGE for clients that implement their own tcpip.Clock or
use tcpip.CancellableTimer. Migration plan:
1. Add AfterFunc(d, f) to tcpip.Clock
2. Replace references of tcpip.CancellableTimer with tcpip.Job
3. Replace calls to tcpip.CancellableTimer#StopLocked with tcpip.Job#Cancel
4. Replace calls to tcpip.CancellableTimer#Reset with tcpip.Job#Schedule
5. Replace calls to tcpip.NewCancellableTimer with tcpip.NewJob.

gVisor incorrectly returns the wrong ARP type for SIOGIFHWADDR. This breaks
tcpdump as it tries to interpret the packets incorrectly.
Similarly, SIOCETHTOOL is used by tcpdump to query interface properties which
fails with an EINVAL since we don't implement it. For now change it to return
EOPNOTSUPP to indicate that we don't support the query rather than return
EINVAL.
NOTE: ARPHRD types for link endpoints are distinct from NIC capabilities
and NIC flags. In Linux all 3 exist eg. ARPHRD types are stored in dev->type
field while NIC capabilities are more like the device features which can be
queried using SIOCETHTOOL but not modified and NIC Flags are fields that can
be modified from user space. eg. NIC status (UP/DOWN/MULTICAST/BROADCAST) etc.

Linux controls socket send/receive buffers using a few sysctl variables
- net.core.rmem_default
- net.core.rmem_max
- net.core.wmem_max
- net.core.wmem_default
- net.ipv4.tcp_rmem
- net.ipv4.tcp_wmem
The first 4 control the default socket buffer sizes for all sockets
raw/packet/tcp/udp and also the maximum permitted socket buffer that can be
specified in setsockopt(SOL_SOCKET, SO_(RCV|SND)BUF,...).
The last two control the TCP auto-tuning limits and override the default
specified in rmem_default/wmem_default as well as the max limits.
Netstack today only implements tcp_rmem/tcp_wmem and incorrectly uses it
to limit the maximum size in setsockopt() as well as uses it for raw/udp
sockets.
This changelist introduces the other 4 and updates the udp/raw sockets to use
the newly introduced variables. The values for min/max match the current
tcp_rmem/wmem values and the default value buffers for UDP/RAW sockets is
updated to match the linux value of 212KiB up from the really low current value
of 32 KiB.

For TCP sockets, SO_REUSEADDR relaxes the rules for binding addresses.
gVisor/netstack already supported a behavior similar to SO_REUSEADDR, but did
not allow disabling it. This change brings the SO_REUSEADDR behavior closer to
the behavior implemented by Linux and adds a new SO_REUSEADDR disabled
behavior. Like Linux, SO_REUSEADDR is now disabled by default.

On UDP sockets, SO_REUSEADDR allows multiple sockets to bind to the same
address, but only delivers packets to the most recently bound socket. This
differs from the behavior of SO_REUSEADDR on TCP sockets. SO_REUSEADDR for TCP
sockets will likely need an almost completely independent implementation.
SO_REUSEADDR has some odd interactions with the similar SO_REUSEPORT. These
interactions are tested fairly extensively and all but one particularly odd
one (that honestly seems like a bug) behave the same on gVisor and Linux.

Historically we've been passing PacketBuffer by shallow copying through out
the stack. Right now, this is only correct as the caller would not use
PacketBuffer after passing into the next layer in netstack.
With new buffer management effort in gVisor/netstack, PacketBuffer will
own a Buffer (to be added). Internally, both PacketBuffer and Buffer may
have pointers and shallow copying shouldn't be used.

Ensures that all access to TransportEndpointInfo.ID is either:
* In a function ending in a Locked suffix.
* While holding the appropriate mutex.
This primary affects the checkV4Mapped method on affected endpoints, which has
been renamed to checkV4MappedLocked. Also document the method and change its
argument to be a value instead of a pointer which had caused some awkwardness.
This race was possible in the udp and icmp endpoints between Connect and uses
of TransportEndpointInfo.ID including in both itself and Bind.
The tcp endpoint did not suffer from this bug, but benefited from better
documentation.
