2019-07-12Stub out support for TCP_MAXSEG.Bhasker Hariharan
Adds support to set/get the TCP_MAXSEG value but does not really change the segment sizes emitted by netstack or alter the MSS advertised by the endpoint. The linux packet socket can handle GSO packets, so we can segment packets to 64K instead of the MTU which is usually 1500.
