Build runsc and run "runsc do ls".

Without it, we get a build failure (inside the container) when trying to build
//runsc.

This has adapted for use with bazel from the original commit
a26e93769ebefd82593a43e22fb13a09717cfa6d.
In particular, the style has been made consistent with internal python style
guidelines, and the packages (including the main entrypoint) have been
refactored in order to allow bazel testing targets.

bazel has a lot of dependencies and users don't want to install them
just to build gvisor.
These changes allows to run bazel in a docker container.
A bazel cache is on the local file system (~/.cache/bazel), so
incremental builds should be fast event after recreating a bazel
container.
Here is an example how to build runsc:
make BAZEL_OPTIONS="build runsc:runsc" bazel
