Use brodcast MAC for broadcast IPv4 packets
When sending packets to a known network's broadcast address, use the
broadcast MAC address.
Test:
- stack_test.TestOutgoingSubnetBroadcast
- udp_test.TestOutgoingSubnetBroadcast
