Fix loopback subnet routing error
Packets should be properly routed when sending packets to addresses
in the loopback subnet which are not explicitly assigned to the loopback
interface.
Tests:
- integration_test.TestLoopbackAcceptAllInSubnetUDP
- integration_test.TestLoopbackAcceptAllInSubnetTCP
