[netstack] Add SOL_TCP options to SocketOptions.
Ports the following options: - TCP_NODELAY - TCP_CORK - TCP_QUICKACK Also deletes the {Get/Set}SockOptBool interface methods from all implementations PiperOrigin-RevId: 344378824
