Make stack.DADResult an interface
While I'm here, update NDPDispatcher.OnDuplicateAddressDetectionStatus to take a DADResult and rename it to OnDuplicateAddressDetectionResult. Fixes #5606. PiperOrigin-RevId: 360965416
