Fix a data race in packetEPs
packetEPs may get into a state that `len < cap`, casuing append() modifying the original slice storage. Reported-by: syzbot+978dd0e9c2600ab7a76b@syzkaller.appspotmail.com PiperOrigin-RevId: 347634351
