Add support for more fields in netstack for TCP_INFO
This CL adds support for the following fields:
- RTT, RTTVar, RTO
- send congestion window (sndCwnd) and send slow start threshold (sndSsthresh)
- congestion control state(CaState)
- ReorderSeen
