Grant no initial capabilities to non-root UIDs.
See modified comment in auth.NewUserCredentials(); compare to the
behavior of setresuid(2) as implemented by
//pkg/sentry/kernel/task_identity.go:kernel.Task.setKUIDsUncheckedLocked().
