Make netstack (//pkg/tcpip) buildable for 32 bit
Doing so involved breaking dependencies between //pkg/tcpip and the rest
of gVisor, which are discouraged anyways.
Tested on the Go branch via:
gvisor.dev/gvisor/pkg/tcpip/...
Addresses #1446.
