Reduce thread count in TCPResetDuringClose.
This test suffers from extreme contention on tcpip/stack.AddressableEndpointState.mu via AddressableEndpointState.decAddressRef, at least when Go race detection is enabled. PiperOrigin-RevId: 374273745
