We update rib-in first and then local. So should handle timestamp
before adding path to rib-in.

If a new path has the exact same attributes that the existing one
(after RouteRefresh), we don't update the timestamp.

Path can be shared in multiple local ribs so having "best" in Path is
wrong. The info "best" path is stored in Destination so CLI uses it.

Even if a connection with peer is down and up, table code gets
BGPmessages belonging the first connection before the event of the
peer down in order. So we don't need source version stuff inherent
from Ryu BGP code.

- send adj-in in all the existing peers to a peer configured after gobgpd started.
- peer sends update message information (path) to another peer directly instead of via gobgpd (this improves the performance)

ProcessPaths and DeletePathsforPeer API uses both Path and Destination
for outside. There is no good reason to use Destination. Let's use
Path.

- 4-bytes AS code needs add/delete a new path attribute at the exact
place.
- we would support actions to modify path attributes
Unliley operations on path attributes would perfomance bottle neck so
this commit changes the code to simply use slice to store path
attributes in a path structure.
