Let's follow the conventions of GRPC
- Stop using one method for multiple operations like add, delete,
etc. IOW, remove all the ModHoge APIs.
- Stop abusing Streaming RPC API.

Let's calculate the numbers of records and prefixes when they are
necessary. This fixes a bug that the numbers of records and prefixes
in deleteAllROA().

This changes ROA data structure to enable one IP Prefix message to be
converted into one ROA data structure.
this is preparation for a patch that make roaClient not insert ROAs
into a global tree until it gets an End of Data message.

gobgp asks for non existing thing (e.g. local rib for non route server
peer), gobgpd doesn't send anything so gobgp will hang up.
This fixes gobgpd to send an empty response.
