packet: use reflect.DeepEqual() for unit tests
This fixes the problem that the current unit tests don't guarantee that DecodeFromBytes() properly parses the data generated by Serialize(). Signed-off-by: FUJITA Tomonori <fujita.tomonori@lab.ntt.co.jp>
