policy: support route-type condition
// match with routes locally generated
$ gobgp policy statement s0 add condition route-type local
// match with routes received from eBGP peers
$ gobgp policy statement s0 add condition route-type external
// match with routes received from iBGP peers
$ gobgp policy statement s0 add condition route-type internal
